One Council, pulling every lever and speaking with one voice.Our first small-sites programme transformed four neglected garage courts into 28 homes, mostly family houses, with over half for affordable rent. The programme won an RTPI Award for Planning Excellence.Small sites can make a meaningful contribution to Enfield’s housing supply. Each development is an opportunity to improve an underused space, strengthen a neighbourhood and provide homes for local people.

The opportunity focuses on Council-owned garage courts, infill plots and underused land suitable for consideration for new housing. We welcome SME housebuilders and contractors, housing associations, community-led groups and modern methods of construction specialists. We are looking for partners who understand smaller sites, can demonstrate a credible approach to delivery and will work sensitively within existing neighbourhoods.

Different sites need different approaches. Routes may include purchasing Council land for development or delivering new Council homes on our behalf. The appropriate route, partner selection process and commercial terms will be established for each opportunity.

Start a conversation. Tell us about your organisation, relevant projects, delivery capacity and the types of sites you are interested in.Explore the opportunity. Discuss available site information, constraints, housing objectives and potential delivery routes with the team.Develop your proposal. Assess feasibility, engage with planning and prepare a design and delivery approach suited to the site.Progress through the relevant process. Follow the advertised selection or procurement requirements and secure the necessary agreements and approvals before construction.

The planning position will be specific to each site. Partners should review the information provided and establish what permissions, surveys and technical work are required. We want well-designed homes that respond to local housing needs and fit their surroundings. The housing mix, tenure and affordability requirements will be set for each opportunity, alongside expectations for sustainability, accessibility and residential quality.

We welcome specialists who can demonstrate how their approach would work on smaller sites. Proposals should address quality, cost, access, construction logistics and long-term maintenance, with the method suited to the particular location.

Timetables will depend on site readiness, planning, technical requirements and the delivery route. Our aim is a consistent approach with clear requirements and timely decisions. Specific milestones will be established for each opportunity.
